The Foreign Educational Document Service provides expert written assessment and evaluation of foreign educational records in terms of their equivalency to U.S. education. Evaluation reports are designed for presentation to educational, employment, immigration, military and professional agencies.

The owner and sole evaluator for The Foreign Educational Document Service is Gary Hoover, former Director of Foreign Student Admissions at the University of the Pacific in Stockton, California. Mr. Hoover has worked as a foreign credentials evaluator and placement specialist for over 25 years. He is the former chairperson of the National Council on the Evaluation of Foreign Educational Credentials and former chairperson of the Admissions Section of the National Association for Foreign Student Affairs (NAFSA: The Association of International Educators).

Mr. Hoover is the author of Venezuela: A Study of the Educational System of Venezuela and a Guide to the Academic Placement of Students from Venezuela in Educational Institutions of the United States, published by the American Association of Collegiate Registrars and Admissions Officers (AACRAO). He has also contributed to The Country Index, the first edition of The Handbook on the Placement of Foreign Graduate Students and World Education News & Reviews, publications which specialize in foreign credentials evaluation matters. He has lectured frequently on the educational systems of Latin America and the Philippines and on issues of transfer credit from foreign institutions of higher education, including those in Egypt, India, Korea, Japan and Taiwan.

After 20 years of membership in NACES, The Foreign Educational Document Service voluntarily relinquished its membership in that organization effective January 1, 2014. Concurrent with that withdrawal, The Foreign Educational Document Service decided to limit the number of countries whose educational systems we evaluate. We have also limited the types of evaluations we perform for certain educational systems and we have scheduled our official closure as a credentials evaluation agency effective December 31, 2014.

During the remainder of 2014, The Foreign Educational Document Service will continue to complete evaluations of educational equivalency for agencies that do not require an evaluation report completed by a NACES member. These agencies include the California Architects Board, the California Board of Accountancy and certain state teacher licensing agencies, among others. However, applications for evaluation must be received on or before December 1, 2014.

If your country of study and level of education are among those we serve, send us an e-mail at <>. In the e-mail, tell us in what country you studied, the credential you obtained, the date you obtained it and the name of the agency, college or university that awarded it to you. You may write in Spanish if you prefer.
